NewCommercial Law Reform Program

This is a Project financed by the USAID, which shall be led by BearingPoint Inc., USA with the support of Sabev & Partners as its leading local legal partner.   
The main objective of this Project is to support the development of a more dynamic and competitive private sector in Bulgaria by improving the efficiency and effectiveness of institutions, mechanisms, and processes, which are essential to the increased growth of commerce and commercial enterprises.

Implementation of a Real Time Gross Settlement System

The project for the implementation of a Real Time Gross Settlement System (RTGSS) started in March 2001 based on a decision of the Bulgarian National Bank (BNB) in compliance with the applicable EC directives on the payment and settlement systems.

Bulgaria Health Reform Project

In 2000, Bulgaria undertook broad health sector reform program, including the introduction of a medical care financing system and the privatisation of state-owned healthcare institutions. This USAID funded project is led by KPMG Consulting – Barents Group and provides assistance in improving the regulations and procedures facilitating the implementation of the health reform strategy.

Implementation of a Budget Sector Financial Management System – Stage One

In 1998, the Bulgarian government started implementing a broad program for better management of government budget resources aiming to consolidate budgetary processes and information, enhance fiscal transparency and strengthen overall fiscal discipline. One of the main components of this process was the implementation of a new financial management information system (FMIS) in the public sector.

Bulgarian Telecommunications Company – Participation of the Employees in the Privatisation

This project was initiated by the Bulgarian Telecommunications Company (BTC) in 1998 and was assigned to a consortium lead by Sabev & Partners and with members: Commercial banks Bribank and Bulgaria Invest, and DIA Consult.
The project was aimed to help BTC in the preparation for the preferential participation of the employees in the privatization of up to 20% of BTC shares – procedure envisaged in the Privatisation Law at that time.

Food Industry Privatisation Project – Phases I and II

In 1998–1999 KPMG Consulting - Barents Group acted as privatisation advisor to the Bulgarian Ministry of Agriculture and the Bulgarian Ministry of Industry, in a consortium including Raiffeisen Investment and Young & Rubicam.
The two phases of the project included carrying out pilot privatisation of 26 companies, including dairy plants, meat-processing companies, fruit and vegetable canneries, confectionery companies, feed mills, wine producers, brewery, and trading companies.
